IMPORTANT NEWS ABOUT HIGH EXTENDED BENEFITS (HEB) April 2 , 2012 High Extended Benefit Program (HEB) Ends The Extended Benefit (EB) program will end as the jobless numbers are below the level required by federal law to continue the High Extended Benefits (HEB) program. Based on data released by the U.S. Bureau of Labor Statistics, Alabama fell below the required level on March 30, 2012. Thus, the program ends on 03/31/2012. The HEB program provided up to 20 weeks of unemployment benefits to those who exhaust their state and Emergency Unemployment Compensation (EUC) benefits. The EUC program remains unaffected by this change. By law, when a state no longer qualifies for EB, there is a three week phase-out period after which no further EB payments can be made. Alabama will conclude its EB payable period with payments for the week ending April 21, 2012. No new HEB applications may be taken with an effective date after 3/31/12. The state unemployment agency is notifying those in the HEB program that benefits will cease with payments for the week ending April 21, 2012.
